e-Governance:
e-Governance is the application of Information and Communication Technology (ICT) for delivering government services, exchange of information communication transactions, integration of various stand-one systems and services between government-to-customer (G2C), government to business (G2B), government-to-government (G2C) as well as back office processes and interactions within the entire government framework. Through e-Governance, government services will be made available to citizens in a convenient, efficient and transparent manner.
National e-Governance Plan:
The National e-Governance Plan (NeGP), takes a holistic view of e-Governance initiatives across the country, integrating them into a collective vision, a shared cause. Around this idea, a massive countrywide infrastructure reaching down to the remotest of villages is evolving, and large-scale digitization of records is taking place to enable easy, reliable across over the internet. The ultimate objective is to bring public services closer home to citizens as articulated in the vision statement of NeGP.
NeGP Vision Statement:
“Make All Government services accessible to the common man in his locality through common service delivery outlets and ensure efficiency, transparency & reliability of such services at affordable costs to realize the basic needs of the common man.”
e-District Projects:
It is a part of State Mission Mode Project (SMMP) under NeGP. The Project aims to apply Information Technology and Government processes reengineering on high volume Government services to improve them and electronically deliver them through the internet at home/Browsing Centers/Common Service Centers(CSCs).
District e-Governance Society (DeGS):
The Government in G.O.(Ms) No.2, IT Department dated 06.01.2012 have ordered the formation of District e-Governance Societies (DeGS) for the successful implementation of the Statewide rollout of the e-District Project. The DeGS needs to drive the e-District rollout and play a key role in its implementation operation and maintenance. An initial amount of Rs.10 lakhs per District is being sanctioned for each DeGS and is available for each DeGS to enable e-services. DeGS, Kanniyakumari District has been formed on 02-11-2012 based on the G.O mentioned above.

e-District Services:
To initiate the project in the state, Coimbatore, Nilgiris, Ariyalur, Tiruvarur, Perambalur and Krishnaqiri were chosen as pilot districts. Though Kanniyakumari was not a pilot district, it was decided to implement e-District in January 2013. In a matter of three months all preliminary arrangements and infrastructure were set up and the project became functional on a pilot mode from the Kalkulam Taluk from 14thApril 2014. Following the success in Kalkulam Taluk, by 1stof June, the initiative was scaled up to the remaining three Taluks also.It is also extended to the 2 newly bifurcated Taluks in 2019. There are 5 revenue services have been incorporated in e-District.They are
- Community Certificate
- Nativity Certificate(5 or more than 5 years) / Residence Certificate(3 or less than 3 years)
- Income Certificate
- No Graduate Certificate
- Deserted Women Certificate
e-District Social Welfare Scheme has been rolled out in all 9 blocks on 15-08-2013. There are 7 schemes included in e-District Social Welfare. They are:

The Online patta Transfer (OPT) has been developed through National Informatics Centre and it is on trial run in Perambalur Taluk in Perambalur District. After the completion of trial run it is proposed to be implemented in one taluk of every district before 30.04.2015.Under this, ThovalaiTaluk of Kanniyakumari district is selected as pilot taluk in Stage I.In Thovalai Taluk the Online patta Transfer (OPT) started from 27th April, 2015. From 21-01-2016 it has been scaled up to the remaining Three Taluks also.It is also extended to the 2 newly bifurcated Taluks in 2019.
